Madam Chair,

 

          At the outset, I would like to thank Ms. Bettina Tucci Bartsiotas, Assistant Secretary-General and Controller and Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing their respective reports. Today I wish to very briefly share my delegation’s comment on the relevant reports on this agenda item.

 

Madam Chair,

 

          Japan endorses the observations and recommendations by ACABQ on this matter. It highly appreciates the fact that the ACABQ underscores the "informed decisions" to be made by the General Assembly. There have already been several cases where we have had some doubt with regard to compliance with relevant resolutions, rules and regulations related to the adoption of draft resolutions with programme and budgetary implications. My delegation takes the ACABQ's comment seriously that the Secretary- General should take all necessary measures to ensure that the rules and procedures are fully respected, and is ready to discuss this aspect in the context of relevant item.

 

Madam Chair,    

 

          Finally, my delegation is committed to participate in this important agenda item in a constructive manner under your able guidance.
