Statement by Mr. Katsuhiko Imada
Counsellor, Permanent Mission of Japan to the United Nations
Fifth Committee
Second resumed part of the seventieth Session
of the United Nations General Assembly
13 June, 2016
Mr. Chairman,
First and foremost, at the conclusion of the second resumed session, I would like to express my congratulations for the work we have achieved during this session. We had many agenda items before us and had to go through difficult negotiations, but in the end we finally managed to reach an agreement by consensus.
My delegation has engaged positively and constructively in the negotiations under all the agenda items, showing necessary flexibility throughout. We were also glad to see the constructive engagement and flexibility demonstrated by all the other Member States leading us to a successful conclusion of this session, as well as the active engagement of the coordinators, which has led us to this fruitful outcome.
My delegation strongly expects that all requests by the General Assembly will be duly implemented by the Secretariat, and also believes that the resources we have just adopted for each of the peacekeeping missions along with their support elements will enable them to deliver their respective mandates in an efficient and effective manner.
Mr. Chairman, Distinguished Delegates,
It is regrettable that once again this year we could not conclude this session within the allotted time. We should face this reality and take practical measures which are subject to the will and discretion of us the Member States. My delegation believes this should include a measure for this Committee to not take up budgetary issues that do not cover peacekeeping missions in its second resumed session, or at least to postpone such issues until the end of the session after we have concluded the peacekeeping mission budgets. It is the responsibility of us the Member States to duly select the agenda items and to conclude the session within the allotted time.
In closing, I would like to thank you, Mr. Chairman, as well as the other bureau members, and the representatives of the Secretariat, including the interpreters and other staff, for their hard work.
I thank you, Mr. Chairman.
