on Agenda Item 109: Measures to Eliminate
International Terrorism
At the Seventy-First Session of the Sixth Committee
3 October 2016
Mr. Chairman,
I would first like to congratulate you on your election as the chairman of the Committee, and assure you that Japan will extend its full support to you during this session. I also congratulate the other members of the Bureau on their appointment.
Mr. Chairman,
Despite our efforts, the threat of international terrorism is far from out. As we face this sobering reality, Japan is strongly determined to continue to fight against terrorism in cooperation with the international community.
Given that the threats of terrorism are now spreading all over the world, limitations in counter-terrorism capacity in any country can easily lead to global implications. It is therefore vital for the international community to assist countries in strengthening their counter-terrorism capacities. It is based on this conviction that Japan supports improved border controls by providing equipment such as fingerprint readers and surveillance cameras, and capacity building programs including seminars for immigration and customs officials. And in view of the importance of a comprehensive approach, Japan has also undertaken various efforts to address violent extremism conducive to terrorism, through supporting efforts to create stronger economies and resilient societies.
Especially, in Asia, Japan will play a leading role in further stabilizing the region and to make “Asia resilient to terrorism” by mobilizing all tools available including ODA. Japan will provide approximately 45 billion yen over the next three years for Asia as comprehensive counter-terrorism measures consisted of (i) improvement of counter-terrorism capacity, (ii) measures to counter violent extremism, and (iii) social and economic development assistance for creating a foundation for moderate society. In addition, Japan will help develop 2,000 personnel for counter-terrorism over the next three years.
Mr. Chairman,
The international community needs to be further united in undertaking enduring and effective measures to prevent and eliminate terrorism.
The United Nations plays a crucial role in the international community’s fight against terrorism. Japan welcomes the fifth review of the United Nations Global Counter-Terrorism Strategy, adopted by the General Assembly this July. We especially support better coordination among relevant actors including the UN bodies to fight terrorism effectively, including through streamlining the existing bodies.
Japan also attaches importance to a comprehensive convention on international terrorism. We expect an early conclusion of the negotiation process for the draft convention, with a view to complementing the existing counter-terrorism conventions.
Mr. Chairman,
I would like to conclude by reiterating Japan’s determination to contribute to the eradication of terrorism. We look forward to continuing working closely with all of you to this end.
