Remarks by Ambassador Bessho, Permanent Representative of Japan to the United Nations,
Following Security Council Consultations on Non-Proliferation/DPRK

Ambassador Koro Bessho: Obviously the president will be coming out to explain what went on from his point of view so I will be restricting myself to my national capacity. I cannot answer questions on the Council’s general discussion, but let me explain our position – Japan’s position.
It is exactly one week since we gathered here for the very same subject. North Korea once again launched a ballistic missile in blatant violation of relevant Security Council resolutions. This is totally unacceptable. And Japan strongly condemns this launch. North Korea is acting in a triumphant and emboldened manner by this most recent launch and is now clearly demonstrating that it is determined to further bolster its nuclear buildup. North Korea’s official media has mentioned that “the deployment of this weapon system for action” and that “this type of missile should be rapidly mass-produced and in a serial way.” These provocations trample upon international efforts towards the peaceful solution of nuclear and missile issues and present an enormous global threat. The international community must not leave this total defiance of the Security Council unanswered. I welcome that the Council rightly demonstrated unity and firmness by issuing a stronger press statement. Thank you very much.
Question: Any chance of a new resolution that would have more binding sanctions?
Ambassador Bessho: Well we are talking with our friends, with the United States obviously, and ROK and with our close neighbors China and Russia, in order to make sure that the pressure is still there. That it’s continued and even strengthened so that North Korea will change its policy.
Question: Are there any elements of a draft resolution that is circulating?
Ambassador Bessho: No, no. I didn’t mention the word draft or any draft resolution. We are hoping that we are able to strengthen the measures and strengthen the sanction mechanism. That’s all I can say at this moment. Thank you very much.
