Permanent Representative of Japan to the United Nations at the Briefing of the
Security Council on the Situation in
The Central African Republic

Mr. President,
Japan is very pleased to welcome President Faustin-Archange Touadéra to the Council today. His presence underlines the strong commitment of his Government to consolidating peace and rebuilding the nation. We have been encouraged by the determination of the people of the Central African Republic, as seen in the Bangui Forum and the elections, in seeking peace, stability and prosperity.
In response to this strong national ownership, regional and international partners are also increasingly committed and united in their support for the Government of the Central African Republic. I especially commend the devoted efforts of MINUSCA and its troop contributing countries. I would like to assure SRSG Onanga-Anyanga of Japan’s support for the Mission’s proactive and robust posture.
The leaders of armed groups which have not yet laid down their arms must understand that there is more to gain in the peace and reconstruction process than in war. Extension of state authority is an essential priority in delivering peace dividends to the population and avoiding marginalization. Japan will continue to take part in reconstruction efforts through assistance to the most vulnerable, including refugees and IDPs. This is why we have recently decided to provide USD15.3 million in new project assistance for CAR and its vulnerable people in the neighboring countries.
Mr. President,
This Council is fully aware of the importance of conflict prevention and peacebuilding. We cannot afford to let the Central African Republic relapse into instability. Japan is committed to continuing to support the Government of CAR led by President Touadéra as part of our joint efforts to achieve sustainable peace.
