Statement by Mr. Takeshi Akamatsu

Minister, Permanent Mission of Japan to the United Nations

 

Fifth Committee

Second resumed part of the Sixty-Ninth Session

Of the United Nations General Assembly

24 June, 2015

 

Mr. Chairman,

 

            First and foremost, at the conclusion of the second resumed session, I would like to express my our heartfelt satisfaction for the work we have achieved during this session. We had many agenda items before us, and had to go through difficult negotiations, but in the end we finally managed to reach an agreement by consensus.

 

            Against the backdrop of increasing momentum toward the improvement of the working method of this committee, my delegation has positively engaged in the negotiations under all of the agenda items in a constructive manner, showing necessary flexibility throughout. We were also glad to see the constructive engagement and flexibility demonstrated by all the Member States, leading us to successful conclusion of this session, as well as the active engagement of the coordinators, which has led us to this fruitful outcome. 

 

            My delegation would particularly like to commend the strenuous efforts of those who were involved in the negotiations on the cross-cutting resolution, which we have adopted for the first time in three years. Mutual trust that emerged among the negotiators on this agenda item allowed us to take a practical approach in identifying priority areas in advance, which we believe led us to this successful conclusion through tough debate over many nights amounting to around a hundred hours. My delegation would also like to express its appreciation to the Chair and the facilitator of this agenda item, who issued a timely and effective facilitator’s working text on the verge of the derailment of this negotiation.

 

            My delegation strongly expects that all requests by the General Assembly, including those in the cross-cutting resolution, will be duly implemented by the Secretariat. In particular, on the special measure for protection from sexual exploitation and sexual abuse, my delegation looks forward to the implementation of strengthening measures by the Secretary-General, as called for by the resolution.

 

            My delegation also believes that the resources we have just adopted for each of missions will enable them to deliver their respective mandates in an efficient and effective manner.

 

            Finally, my delegation would also like to thank the Secretariat and ACABQ for their efforts to ensure the timely issuance of documents during this session. My delegation sincerely hopes that this good practice will continue in the seventieth session. I would like to thank the Chair, the other bureau members, and the representatives of the Secretariat, including the interpreters and other staff, for their hard work.

 

            My delegation wishes all the delegates to have a safe and restful summer holidays.
