At the General Assembly on the adoption of the Resolution
“UN80” Establishment of the informal ad hoc working group

The question of how mandates are addressed has long posed a challenge in ensuring the effective and efficient functioning of the United Nations.
 
As highlighted in the report of the Secretary-General, more than 30 per cent of the agenda items considered by General Assembly resolutions in 1990 remain the subject of resolutions in 2024. Moreover, over 85 per cent of mandates lack provisions for review or termination, and more than 36 per cent of mandates under the regular budget of the Secretariat are referenced by multiple entities.
 
My delegation joined the consensus so that this working group may explore concrete approaches to these challenges and develop principles for the review of mandates.
 
In accordance with the resolution, and with the support of the Secretary-General, Japan stand ready to contribute constructively to fostering effective and efficient discussions among Member States.
