Thank you, Madam Chair, for convening this meeting. I also appreciate all the briefers for their updates.
Japan has been closely following the situation in Burkina Faso particularly since the beginning of this year and has called for a prompt restoration of the constitutional order. In this connection, Japan welcomes the release of President Kaboré and the recent progress between Burkina Faso and the ECOWAS on the transition.
Japan believes that a smooth transition to democracy and good governance is indispensable for the country’s long-term peace and stability. However, democracy and good governance cannot be established without the people’s trust. From this point of view, I would like to highlight two perspectives through a human security lens.
First, ensuring human basic needs is an urgent priority to build people’s trust. It is essential to secure food, water, and essential health services for the people of Burkina Faso. In this regard, Japan provided food assistance through WFP amounting 3 million dollars in 2022. In addition, Japan is assisting access to safe drinking water and adequate sanitation facilities through UNICEF amounting 3.3 million dollars in 2022.
Second, we must tackle the root causes of conflict. Today we heard of some of the root causes of the current situation in Burkina Faso. In order to cement the structures of the security sector, governance, and the elections process, strong institutions are the key. Also, it is essential to empower people who make institutions work sustainably. This is why Japan assists capacity building, including improvement in access to and quality of education systems in Burkina Faso, in the amount of 13 million dollars in 2021, and of 9.3 million dollars in this year through UNICEF.
Today, we are having a valuable opportunity for Burkina Faso to share its current challenges and priorities with the Member States and a wider audience, which helps to advance prevention-oriented responses and strengthen the Humanitarian, Development and Peace Nexus. We strongly support the use of the PBC in such a manner.
To conclude, I would like to reiterate Japan’s continued commitment to supporting the people of Burkina Faso.
