ウクライナ情勢に関する国連総会会合における山﨑大使ステートメント

 

Mr. President,

At the outset, Japan would like to express its heartfelt condolences for the continuing loss of many civilian lives and the damages caused by recent Russian indiscriminate attacks across Ukraine including in the capital Kyiv. Japan would also like to pay tribute to the Ukrainian people, who are striving every day to bring peace to their homeland.

Mr. President,

It is deeply concerning that there is still no clear path to ending the fighting, even though four and a half years have passed since Russia launched its unprovoked war of aggression against the sovereign state of Ukraine. Russia’s aggression against Ukraine constitutes a clear and blatant violation of international law including the UN Charter, and is an outrageous act that shakes the very foundations of the international order based on the rule of law. The preservation of sovereignty and territorial integrity is of the utmost importance, and any unilateral attempts to change the status quo by force must not be tolerated anywhere in the world.

Also, any action that directly or indirectly supports Russia’s aggression is itself a violation of international law, and all States complicit in such aggression must be held accountable. Japan is deeply concerned by the continued engagement of North Korea, including its deployment of soldiers in combat against Ukraine, which constitutes a clear violation of international law including the UN Chater and Security Council Resolutions. Such unlawful military cooperation between Russia and DPRK is undermining peace and security in Europe, the Indo-Pacific and beyond.

Mr. President,

Japan also expresses its respect for the efforts of all countries involved toward peace. Japan reiterates that Ukraine should continue to be supported in a manner that fully respects the Ukrainian people’s will regarding their country's future. In order to achieve a swift and comprehensive ceasefire and a just and lasting peace, it is essential that relevant countries work together in unity and solidarity to support Ukraine, with involvement of the United States in calling on Russia to take positive actions immediately.

Mr. President,

Japan will never waver in its consistent position of standing by the people of Ukraine. Japan has been steadily providing assistance to Ukraine, and will continue to promote support for Ukraine and sanctions against Russia in coordination with the international community. Japan will also continue to work on public-private partnership assistance for recovery and reconstruction in Ukraine, with a view to strengthening Ukraine’s social and economic resilience.
