As a member of the PBC since its inception and a PBF donor, Japan is proud to celebrate the 20th anniversary of the UN Peacebuilding Architecture.
The theme of this first-ever Peacebuilding Week, partnerships, is vital, as reaffirmed in last year’s PBAR resolutions.
I wish to emphasize three points.
First, effective peacebuilding requires a coherent system-wide approach that leverages the UN’s full assets and strengths. In this context, the concept of human security offers a useful perspective to this end. The PBF and the PBC also hold immense potential. PBF support for initiatives involving multiple UN entities should continue to be used to bring together diverse expertise and promote system-wide collaboration. Simultaneously, the PBC’s convening power should be maximized to align UN support with nationally owned and led peacebuilding priorities.
Second, stronger partnerships between the UN and IFIs are essential to support a seamless transition from conflict to sustainable development. To this end, conducting action-oriented dialogue will be useful to take stock of cases of UN-IFI collaboration, including those funded by the PBF, and identify areas with future potential. The PBC’s convening power should be utilized to disseminate such discussions to IFIs and UN Country Teams, with the aim of promoting practical partnerships on the ground.
Third, regional organizations with unique local insights and networks are essential partners that complement the UN’s efforts. The PBC can offer them a platform to help mobilize political and financial support for their activities while facilitating peer-learning across regional organizations.
In conclusion, I reiterate Japan’s unwavering commitment to reinforcing partnerships for sustaining peace.
