Mr. President,

Mr. Under-Secretary-General,

Japan welcomes this opportunity and encourages that such interactive dialogues be convened on a regular basis, as they serve to secure a legitimate sense of ownership among all Member States.

Japan remains committed to engaging constructively in the ongoing reform efforts. In this regard, we wish to offer the following observations and suggestions.

First, on efficiency, in particular, revised estimate, we commend the efforts being made in rationalizing administrative functions with concrete quantitative targets. We look forward to the consolidated revised budget proposal which leads to substantial rationalization.

On Human Resources, we underscore the continued importance of enhancing the diversity of the staff of the Organization, including geographical diversity. It is vital that the United Nations remains an attractive career option for able and motivated professionals, especially those in younger generations who aspire to contribute to the world towards the future, and Japan will continue to support such efforts.

Second, regarding the review of mandates, we are seriously concerned about the unsustainable growth in the number and scope of mandates, which has kept pressuring both the UN system and its contributors. While past intergovernmental negotiations on this issue have fallen short, UN80 must provide an opportunity to move forward more productively.

To that end, we should make full use of objective data, and we welcome the analysis with the assistance of data analytic tools, as referenced by Under-Secretary-General Ryder. We therefore encourage the Secretariat to develop concrete proposals for consideration by Member States.

Last, with respect to organizational restructuring, Japan hopes that the work of the thematic clusters will make progress steadily. We look forward to the presentation by each cluster in the afternoon and the timely presentation of reform proposals in due course that will strengthen the overall resilience and effectiveness of the United Nations system.
