ウクライナ情勢に関する安保理会合における山﨑大使ステートメント

Thank you, Mr. President, for convening this meeting, and I am also grateful to Slovenia and the United States for requesting it.

I also thank USG DiCarlo for her comprehensive briefing.

This meeting is particularly timely, after the Peace Summit on Ukraine over the weekend, for which Japan deeply appreciates Switzerland for hosting this important meeting. At the Summit, we reiterated the international community's commitment towards achieving a just and lasting peace in Ukraine.

An overwhelming majority of the world has been seeking peace in Ukraine since the start of Russia’s aggression against Ukraine in violation of the Article 2(4) of the UN Charter.

As reported by the United Nations, civilian casualties, including women and children, and the destruction of civilian infrastructure have continued to increase.
 
We have time and again expressed our grave concern that Ukraine today may be elsewhere in the world including East Asia tomorrow. To uphold the fundamental principles of international law, and to prevent any future attempts to change the status quo by force anywhere in the world, it is essential that peace in Ukraine be achieved based on the UN Charter.

Therefore, Japan once again recalls that an overwhelming majority of the Member States have confirmed the importance of the Charter for a just and lasting peace in Ukraine through General Assembly resolutions.

In relation to East Asia, we also condemn the use of missiles and other military equipment from North Korea, in flagrant violation of the related Security Council resolutions on non-proliferation.

No country should fear that their own sovereignty and territorial integrity would be threatened, and no country must not depart from the UN Charter and the Security Council resolutions.
 
Mr. President,

Last week, Japanese Prime Minister Kishida and Ukraine President Zelenskyy signed the Japan-Ukraine Support and Cooperation Accord. This clarifies the areas of cooperation between our two countries including security and defense, humanitarian assistance, and recovery and reconstruction.

We signed this accord based on the conviction that the issue of Ukraine is an issue for the entire international community.
 
What needs to be done is crystal clear. To restore Ukraine's sovereignty and territorial integrity based on the UN Charter, Russia must withdraw unconditionally and immediately from Ukraine. We will continue to urge Russia to do so.
