Thank you, Mr. Vice President,

I express my sincere gratitude to the President of the General Assembly for organizing today’s meeting and to the Secretary-General Guterres for his insightful remarks. I also thank the distinguished panelists for their informative inputs with important suggestions.

Japan greatly appreciates the Secretary-General’s Report on Human Security, following the 2022 Special Report by UNDP. These Reports underscore the UN’s strong determination to promote human security.

Today, vulnerable people, including women and youth, face innumerable complex and serious threats, not only conflicts, but also climate change, pandemics, and food and energy insecurity deriving from conflicts. The human security approach is becoming even increasingly relevant and crucial, as we seek practical ways to address these challenges.

Since the GA adopted its Resolution 66/290 by consensus in 2012, many real cases of the application of human security in the field have accumulated. As seen in the SG Report, countries in every region have integrated human security approaches into strategies related to disaster risk reduction, gender equality, empowerment of youth, citizen security, migration, and health, to name a few. These examples show that the concept of human security provides a valid, cross-cutting approach to today's complex challenges with tangible and positive outcomes.

By ensuring the "dignity" of vulnerable people through the promotion of “protection”, “empowerment” and “solidarity”, human security is an effective approach to the achievement of the SDGs, the ideals stipulated in the UN Charter, and important policy frameworks such as the Women, Peace and Security agenda.

Mr. Vice President,

Japan believes that human security will substantively contribute to the Summit of the Future, by identifying blind spots in our understanding of today’s interconnected crises and promoting solidarity between people, governments, and the planet. Human security should be highlighted in the Pact for the Future to recognize its significance.

We will continue to discuss with Member States effective ways to implement human security towards a better future.
