第11回緊急特別総会(ウクライナ情勢)における山﨑大使ステートメント

Thank you, Mr. President.
It is profoundly regrettable that we are compelled to convene this emergency special session once again this year, despite the fact that four long years have already passed since Russia launched its unprovoked war of aggression against Ukraine. Japan wishes to reiterate its utmost respect for the fortitude and resilience of the Ukrainian people, who continue to stand united against Russia's ruthless and indiscriminate attacks particularly amidst an exceptionally harsh winter.
Mr. President,
Russia's aggression against Ukraine is an outrageous act that undermines the very foundations of the international order based on the rule of law, and constitutes a clear and blatant violation of international law including the UN Charter. Japan reiterates that unilateral attempts to change the status quo by force must not be tolerated.
The international community must also stop any action that would directly or indirectly support Russia’s aggression. We are deeply concerned by the deployment of North Korean soldiers in combat against Ukraine, which constitutes a clear violation of international law, including the UN Charter, together with the illegal provision of its ballistic missiles. Such unlawful military cooperation between Russia and the DPRK is expanding the geographical scope of the conflict and undermining peace and security in Europe, the Indo-Pacific and beyond.
Mr. President,
Japan welcomes the vigorous efforts by Ukraine, European countries, and the United States toward peace, and expresses its respect for their dedication, while strongly demanding that Russia move toward a swift and comprehensive ceasefire and a just and lasting peace in Ukraine as soon as possible.
Japan emphasizes the importance of continuing our efforts to ensure that Ukraine’s future respects the willingness and decision of the Ukrainian people and to bring this war to an early end and restore peace.
Mr. President,
Enhancing Ukraine's economic and social resilience is crucial for protecting the lives of its citizens and improving their living conditions, in addition to ensuring the continued capacity of Ukraine to engage in its military operations. Japan has committed and been implementing approximately $20 billion in support across the humanitarian, financial, recovery and reconstruction fields, while also providing equipment such as bulletproof vests and Japan Self-Defense Forces vehicles.
In particular, Japan has been supporting Ukraine's energy supply and the protection of power generation facilities by providing generators, transformers, and other equipment in response to Russia's deliberate and unjustifiable attacks on critical energy infrastructure. Japan will continue to provide seamless support that contributes to better recovery and reconstruction of Ukraine, respecting the needs of the Ukrainian people.
Mr. President,
As has been repeatedly stated, Japan has and will continue to approach the issue of Ukraine with a strong sense of crisis that "Ukraine today may be the East Asia of tomorrow.” Japan stands by the people of Ukraine and this position remains unwavering. In order to achieve a just and lasting peace in Ukraine as soon as possible, Japan will continue to support Ukraine and impose sanctions on Russia, working closely with the international community.
