安保理改革に関する政府間交渉(IGN)における山﨑大使ステートメント

The interactive discussion on models at the IGN last month was quite interesting and thought-provoking. Japan once again commends the Co-Chairs’ decision to try this type of innovative dialogue. We will continue our active participation in a constructive manner.
After the discussion on the L69 model this time, the G4 will present its model next time. We look forward to a fruitful discussion on our model, and are willing to consider updating our model based on others’ constructive comments or suggestions, in order to move the negotiations forward. We urge other colleagues including the UfC and the Africa Group, to present their own models for a better Security Council in the early stage.
For now, let me thank my L69 colleagues for presenting their model today. I would like to make one comment and ask a few questions:
- In order for the Security Council to better reflect today’s world, rather than that of 80 years ago, an expansion in both categories – permanent and non-permanent – is a prerequisite. We cannot perpetuate the existing imbalance within the Council. This has been already supported by the overwhelming majority of the membership, and we appreciate that the L69 underscores this point. We also take note that the L69 supports the Common African Position (CAP), as the G4 does.
- First, the L69 model proposes to allocate one non-permanent seat to the SIDS (Small Island Developing States). We would appreciate the rationale for why it is only the SIDS and not other cross-regional groups, for example LDCs.
- The second question: the L69 model mentions a review, without specifying the timing, frequency, or scope thereof. We would appreciate if the review process could be more elaborated.
- Third question is the final question. Given the usually very cumbersome ratification processes in each Member State, is it too ambitious to complete the process of amending the Charter within 12 weeks from the adoption of a framework resolution on Security Council reform?
