Statement by H.E. Ambassador YAMAZAKI Kazuyuki,
Permanent Representative of Japan to the United Nations,
at the meeting of the IAHWG to hear general statements in response to
the zero draft under UN80
Mme. and Mr. co-chairs,
Japan would like to express our support to your process and also express our gratitude for your dedicated work on the zero draft. We appreciate that it overall reflects the points raised by many Member States during the discovery phase. While we are currently preparing our written comments, Japan would like to present the following four points at this time:
First, with regard to the Mandate Creation phase, Japan welcomes that zero draft includes avoiding duplication of mandates as well as providing budgetary implications and review provisions for new mandates. Japan believes it is essential that new mandates with budgetary implications be offset through corresponding reductions in existing mandates, and that such considerations be taken into account at the mandate creation phase rather than at the implementation phase.
Second, with regard to the Mandate Implementation phase, Japan shares the necessity for prioritization and rationalization to ensure effective use of resources, while respecting Member States’ prerogative.
Third, regarding the Mandate Review phase, the zero draft indicates that all new mandates and existing mandates should include review provisions. Japan recognizes this element positively, but, further, given that some existing mandates do not necessarily have review mechanism, we would like to cover the existing mandates by subjecting them to review five years after their adoption. Furthermore, all new mandates should, in principle, include expiry clauses.
Fourth, in order to assure the full and continuous implementation of the resolution, Japan supports the continuation of the working group. It would be beneficial to include specific mandates and timeline for the working group starting from April.
Since the implementation of this resolution would be highly challenging, constructive support on inputs from the Secretariat will be essential for achieving meaningful progress.
