Mr. Chair,

My delegation warmly welcomes Ambassador Federico Villegas to the General Assembly and appreciates his comprehensive presentation on the work done by the Council this year. We would also like to express our sincere admiration for his leadership in steering the Council in these challenging times.
 
Japan is concerned about the continuing serious human rights and humanitarian situations around the world. Japan firmly believes that the promotion and protection of all human rights is a legitimate interest of the international community. Therefore, grave violations of human rights need to be addressed in cooperation with the international community. In this regard, Japan would like to echo the remarks made by Amb. Villegas on his view that the participation of all countries, including developing countries, is important.
 
Mr. Chair,

As a current member of the Human Rights Council, Japan has strived to resolve serious human rights issues of concern to the international community and improve human rights situations through both at multilateral settings, such as at the United Nations, and bilateral dialogues. Japan has been speaking out firmly against serious violations of human rights, and promoting the voluntary efforts of each country through dialogue and cooperation, while taking into consideration their specific circumstances. For example, while submitting a draft resolution on “Advisory services and technical assistance for Cambodia” as the main sponsor at the Human Rights Council, Japan has contributed on the ground to the development of the country's legislation and cooperated in the training of legal practitioners. In addition, in formulating the draft resolution on “Technical cooperation and capacity building for the promotion and protection of human rights in the Philippines” at the Council, Japan actively engaged with the Philippines to make the resolution viable and relevant for the substantive improvement of the human rights situation in the country, and secured their co-sponsorship.
 
Mr. Chair,

Japan is fulfilling the obligations stipulated in the international human rights instruments to which it is a party. All relevant ministries and agencies have engaged in the promotion and protection of human rights in various fields. Japan will continue to hold dialogues with civil society, including non-governmental organizations, to promote and protect the human rights of all people, including youth, older persons, women, men, persons with disabilities and children, to implement policies and measures to realize an inclusive society where all people can exercise their rights and flourish.
 
Japan would like to reiterate that the human rights of all people should be respected, regardless of their countries’ cultures, traditions, political and economic systems, and levels of socio-economic development, even if there are differences in their process and speed of achievement with regard to human rights protection. Protecting human rights is the most fundamental responsibility of any nation.
 
Mr. Chair,

To conclude my delegation would like to express Japan’s firm commitment to actively contributing to the promotion and protection of human rights throughout the world in collaboration with the international community, including the UN and civil society, not least as the candidate for re-election to the Human Rights Council next year.
