Mr. Chair,
At the outset, my delegation would like to extend our sincere appreciation for your leadership, and for the valuable contributions and tireless work of the bureau members and the Fifth Committee Secretariat in facilitating this Committee's work. We would also like to pay tribute to the dedication of the uniformed and civilian personnel participating in UN Peacekeeping Operations around the world, and to their sacrifices toward the cause of peace.
Mr. Chair,
Japan has been, and continues to be, a strong supporter of UN Peacekeeping Operations, which play a vital role in international peace and security. We will engage constructively in budget negotiations to ensure that these missions are adequately funded, to fully deliver their mandates, keeping in mind that this must go hand-in-hand with ensuring the effective and efficient use of resources. Excluding MINUSMA, the overall budget level has increased this year. We will carefully examine how the missions utilize the resources and whether the proposed budgets are based on realistic assumptions. We also aim to provide guidance to peacekeeping operations by adopting a resolution on cross-cutting issues.
Mr. Chair,
We appreciate that this year we can start our deliberations promptly with all reports being introduced at the beginning of the session. As you reminded us, the official closure date will come at the end of May. However, even in the case of extension, we hope that we can conclude our negotiations as early as possible, hopefully by mid-June, under your able and, if the situation requires, powerful leadership.
Also in this session, we have before us a number of complex agenda items, including Resident Coordinator System, Closed missions, and Seconded personnel. My delegation will engage in all the discussions of this session in a positive and constructive manner with a view to achieving consensus on all agenda items in a very timely manner.
