安保理改革に関する政府間交渉（IGN）における山中大使ステートメント

Thank you, Mr. Co-Chairs.
 
Thank you very much for providing us with this wonderful opportunity for an interactive discussion on the G4 model. Japan fully aligns with the presentation by India on behalf of the G4. We look forward to continuing a fruitful discussion on our model today, and are willing to consider updating our model based on others’ constructive comments or suggestions, in order to move the negotiations forward.
 
Security Council reform is long overdue, and most of us share a sense of urgency. The issue here is not if or when, but now and how. And for a reform model to be specified, it has to have the widest possible support. In this sense, at least one of the essences of the G4 model – an expansion in both categories – has already received support from the overwhelming majority of Member States, including at least four permanent members. The series of discussions on models this session has once again clarified this fact.
 
Mr. Co-Chairs,
 
Most of us have been enjoying the active exchanges of views on each model. The reason is that this initiative has enabled concrete and detailed discussions that are fit for a tangible outcome, departing from the past habit of abstract discourse. I hope this will smoothly guide us to the next phase – negotiation on language to be submitted for the Pact for the Future.
 
Japan will continue to participate actively and constructively.
