Mr. Chair, 

I would like to begin by thanking the Chair of the Fifth Committee, the bureau members, the Secretariat staff, and the members of the ACABQ for their valuable contributions and tireless work to make this Committee’s work possible. I would also like to congratulate Uganda for assuming the Chairmanship of the Group of 77 and China. 
 
Mr. Chair, 
 
Last year, we finally adopted a resolution on human resource management after over six years of negotiation and successfully provided solid guidance to the United Nations toward achieving a more effective, efficient, and inclusive organization. Human resource management is a key element of success for any kind of organization, whether it be a company, a government, or the United Nations. We look forward to examining the Secretary-General’s ongoing efforts to reform human resource management, which should be aligned with our latest guidance, and we stand ready to engage in negotiations constructively and faithfully.  
 
In this session, we have before us other important agenda items, such as the revised estimates relating to the RC system and the Independent Institution on Missing Persons in the Syrian Arab Republic, as well as accountability and supply chain activities. My delegation will carefully consider these agenda items to ensure that the Organization can better deliver on its mandates. 
 
In closing, I assure you that my delegation will engage in all the discussions of this session in a positive and constructive manner.
