UNDP/UNFPA/UNOPS執行理事会第1回定例会UNDP総裁との対話における山中大使ステートメント
令和6年1月31日
Thank you, Mr. President.
Congratulations, Your Excellency, Mr. Muhammad Abdul Muhith, Permanent Representative of Bangladesh, on your assumption of the Presidency. I wish to thank the outgoing president, His Excellency Mr. Martin Kimani, Permanent Representative of Kenya, for his contribution. I also welcome the appointment of Ms. Shoko Noda, Assistant Secretary-General and Director of the Crisis Bureau, and Mr. Marcos Neto, the Assistant Secretary-General and Director of the Bureau for Policy and Programme Support.
In response to the growing interest and support for human security as the international community faces complex and emerging crises, the UN Secretary-General's Report on Human Security was released last week by the Secretariat for the first time in ten years. We understand that the UNDP Special Report on Human Security 2022 has been of interest to the Secretary-General, and contributed to the preparation of the SG Report. While UNDP is a strategic partner of Japan in addressing a wide range of global issues, we also especially appreciate UNDP’s role as a leading agency within the United Nations system on human security and related development concepts and practices.
From this perspective, UNDP’s collaborative efforts in Ukraine and Afghanistan (as mentioned by the Administrator) are models for the partnership between UNDP and Japan. In this connection, we greatly appreciate that UNDP and Japan started the year 2024 with the successful launch of the Project for the Provision of Large-scale Power-related Equipment to Ukraine, which exemplifies our close partnership.
In addition, Japan highly praises UNDP’s work on the FSO Safer operation in Yemen, which we think could only have been carried out by UNDP. In this connection, the Government of Japan announced its decision to contribute $500,000 USD on the occasion of the pledging meeting held in December, in addition to the contribution of $2,000,000 USD that has already been made. It is our understanding that the operation is currently suspended, but we remain interested in the progress and status of outreach to the private sector, and we look forward to timely and appropriate information-sharing with donors.
Finally, this year marks the 70th anniversary of Japan's ODA. With a view to promoting people-centered international cooperation with a focus on "human dignity," we look forward to our continued work with UNDP on a wide range of issues, including human security, the SDGs, and the humanitarian-development-peace nexus, especially in those regions facing the brunt of current global challenges, such as Ukraine, the Middle East, and Africa.
I thank you.
