Permanent Mission of Japan to the United Nations
Second Resumed Session of the Fifth Committee, 76th General Assembly
My delegation would like to express our sincere appreciation to Your Excellency for your able leadership in guiding the work of this Committee. Especially in this session, we were able to reach consensus on time thanks to your strong call for a timely conclusion made on June 17. We are similarly very grateful to all the members of the Bureau and the Secretariat, including the Fifth Committee Secretariat and FOFD, for their hard work and valuable support.
Mr. Chair,
Japan has been and remains a strong supporter of UN Peacekeeping Operations. Japan welcomes that the Committee agreed to provide adequate and necessary funding to the 2022/23 Peacekeeping budget, which enables missions not only to continue to deliver their critical mandates while uncertainties still remain in the field, but also ensure the safety, security, and health of its personnel.
We are very pleased to adopt the cross-cutting resolution after five years of its absence thanks to which the Committee was able to provide guidance to the Secretariat on a wide range of significant policy issues. We strongly hope that requests by the General Assembly to enhance transparency, accountability and budgetary discipline be fully implemented by the Organization. Congratulations to all colleagues.
Mr. Chair,
Agreement on the financial situation and the closed PKO is another historical achievement in this session. We trust that the Secretariat will ensure a wise and efficient use of this additional financial investment from member states and thus stabilize the mandate implementation with sufficient cash reserve. Japan will continue to fulfill its financial responsibilities as a large contributor to the United Nations.
Mr. Chair
We are also compelled to mention agenda item on Investing in prevention and peacebuilding. It was regrettable that the Committee was not able to reach consensus on this item in this session. However, this does not mean we can stop to advance, explore and consider options for ensuring adequate, predictable and sustained financing for peacebuilding. Given the needs on the ground, my delegation sincerely hope the Member states continue to thoroughly discuss issues related to financing for peacebuilding from broad perspective, building upon the serious discussion we had in the session.
Mr. Chair
We would like to emphasize again and again the value of consensus in the Fifth Committee. Tireless efforts of the Member States to pursue consensus have yielded significant results in this session. We hope that the committee will continue to adhere to this basic and critical principle and would like to remind and encourage all Member States the importance to have exhaustive discussion and faithful negotiation, in full respect of the spirit of consensus.

We would also like to welcome Ambassador Philippe Kridelka of Belgium, as the incoming Chair of the Fifth Committee. In the 77th Session of the General Assembly, we look forward to working with him and his team, as well as all delegations in the spirit of constructive cooperation, consensus building, and compromise.
