Madam Chair,
 
At the outset, I would like to express my appreciation to Mr. Kingston Papie Rhodes, Chair of the International Civil Service Commission; Mr. Chandru Ramanathan, Acting Controller, Office of Programme Planning, Budget and Accounts; and Mr. Carlos Ruiz Massieu, Chair of the Advisory Committee on Administrative and Budgetary Questions, for introducing their respective reports.
 
Madam Chair,
 
Japan fully supports the goal of the Common System; namely, to ensure the efficiency and effectiveness of the conditions of service for all staff of all participating organizations. My delegation also continues to believe that the United Nations’ greatest asset is its staff.
 
In order to maintain the high motivation and confidence of the staff, the Common System needs to be transparent, fair and sustainable through constant review and in accordance with changing in economic situations, such as the wages of national civil services and the cost of living. We would like to pay respect to the important role of the International Civil Service Commission with regard to reviewing the system and guiding all entities under the Common System towards more coherent and effective management. In this connection, in order to maintain the system’s credibility, we emphasize that all participating organizations should fully implement the decisions of the General Assembly and the Commission in a timely manner.
 
 
Madam Chair,
           
We notice that the recommendations of the Commission will require significant resources. Given that the remuneration of the UN staff is funded by us, the Member States, we are held accountable for the efficient use of these resources which ultimately originate from our taxpayers, thus warranting our close examination of the rationales and justifications for any additional resource requirements.
 
Madam Chair,
 
Finally, my delegation would again like to reiterate our sincere confidence in the Commission as the body responsible for regulating and coordinating the conditions of service of the staff in the UN Common System.
