At the consultations on “Mandate Review” under UN80
Thank you, Madam and Mr. co-chairs,
Japan would like to make some comments regarding Mandate Review phase.
First, Japan believes that all future resolutions establishing new mandates include time-bound provisions or expiry clauses to ensure periodic review. We would like to emphasize that reviews do not necessarily lead to abolishing mandates. Following a review, a resolution may be continued unchanged, or even strengthened if deemed necessary.
Second, Japan believes that periodic review should apply not only to new mandates but also to existing ones. In this regard, we would like to request the Secretariat, from perspective of the recipient of mandates, to undertake the following actions:
- Provide a list of mandates that appear outdated and could potentially be abolished, for Member States’ consideration;
- Provide information on mandates that fall into similar categories, enabling Member States to consider possible streamlining or integration; and
- Explain the criteria used by the Secretariat in preparing the aforementioned list and information.
We believe that it would be highly challenging for Member States to identify such mandates entirely on their own. Therefore, constructive proposals on inputs from the Secretariat will be essential for achieving meaningful progress in the context of Mandate Reviews of the UN80 initiative.
