Thank you, Mr. President,
 
On behalf of the Government of Japan, I would like to welcome the convening of this High-level Meeting.
 
Today, against a backdrop of globalization, economic disparity, and technological advancements, trafficking in persons remains a grave crime, threatening people around the world, driving other forms of crime, and hindering the achievement of the SDGs.
 
Japan believes that a holistic approach focusing on the dignity of each person is indispensable to overcoming this situation and that human security, the foundation for such an approach, can be a catalyst in this regard, seeking to protect and empower individuals.
 
Mr. President,
 
In 2022, the Government revised the “Action Plan to Combat Trafficking in Persons” to appropriately and comprehensively address current challenges, reflecting Japan’s commitment. According to the Plan, the Government reviews its implementation by issuing an annual report on measures taken, which also raises public awareness.
 
Mr. President,
 
The United Nations Convention against Transnational Organized Crime and its supplementing Protocol to Prevent, Suppress and Punish Trafficking in Persons Especially Women and Children, play a central role in the fight against trafficking in persons. Japan has fully and effectively implemented these instruments since becoming a party in 2017.
 
Based on the protocol, the government is taking united measures to eradicate trafficking in persons and ensure that vulnerable victims, including women and children, are not overlooked.
 
Mr. President,
 
As a part of its global efforts, Japan has been providing support to strengthen response capabilities by funding projects in Southeast Asia organized by UNODC and other partners.
 
Through collaboration with IOM, over 300 victims have safely returned to their homes since 2005, and more than 200 victims have received reintegration assistance.
 
Additionally, Japan conducts training programs through the Japan International Cooperation Agency to deepen mutual understanding on human trafficking countermeasures with stakeholders in Asian countries, and to promote more effective regional cooperation.
 
In concluding, Japan reaffirms its commitment to ending this crime in close cooperation with member states, relevant UN organizations and civil society.
