At the consultations on “Mandate Delivery” under UN80
Japan would like to make three comments regarding Mandate Delivery phase.
First, we encourage the Secretary-General to make full use of his authority as the Chief Administrative Officer to move forward on areas where action can be taken without delay, in order to avoid duplication and ensuring the strategic and coherent use of resources across the UN system.
Second, as for the actions requiring the approval by Member States, Japan welcomes the concrete proposals such as streamlining meeting schedules and reducing the volume of reports, and we have already been, and will continue to be, flexible in accommodating the Secretariat’s proposal for streamlining meetings and reports.
Third, regarding the proposal on flexible funding, we recognize the need for greater flexibility to respond to emergencies and unforeseen circumstances. At the same time, we wish to emphasize that, it is necessary to examine whether the flexible funding proposed by the Secretariat will lead to improved efficiency in mandate implementation. Furthermore, for voluntary contributions, alike assessed contributions, a high level of accountability to the Member States is required. It is important to ensure that the funding mechanism preserves the incentives for donor countries to make contributions.
Therefore, we believe that such discussions should take place in existing forums involving the relevant Member States and UN entities and we stand ready to continue participating in them.
