ダーバン宣言及び行動計画の採択25周年を記念する国連総会ハイレベル会合における梅津大使ステートメント

Thank you, Chair. Distinguished Participants,

It is an honor to speak today on the occasion of this High-level Meeting commemorating the twenty-fifth anniversary of the adoption of the Durban Declaration and Programme of Action.

Reaffirming the spirit of the 2001 Durban Conference, Japan pays tribute to the efforts of all States and individuals that have worked in good faith over the past 25 years, through the Durban Process, to uphold and advance unity against racism. All States must continue to take concrete measures to combat and eliminate all forms of racism, racial discrimination, xenophobia and related intolerance, including Antisemitism, Islamophobia and Christianophobia.

The Durban Process must not create new divisions or confrontation among States and peoples. Rather, it must protect the human rights and dignity of all and promote mutual understanding and tolerance. It is important to remain true to the original purpose of this meeting, set aside particular political agendas, and ensure that the international community unites around shared objectives and continues to engage in constructive dialogue and cooperation.

In keeping with the Constitution of Japan and the spirit of the Universal Declaration of Human Rights, Japan remains committed to striving towards a society free from discrimination of any kind, including on the basis of race or ethnicity, where every individual is respected and can reach their full potential. The government continues to promote respect for diversity in culture, religion, and lifestyle, and to combat intolerance.

In 2025, Japan adopted the second Basic Plan for Human Rights Education and Awareness-Raising. The Plan identifies hate speech as an important human rights issue and promotes efforts, through human rights education and awareness-raising activities, to spread the awareness that "hate speech will not be tolerated."

Japan is committed to fulfilling its responsibilities alongside the international community toward achieving our shared goal of eliminating racism, racial discrimination, xenophobia and related intolerance. Now more than ever, the international community must unite to realize the noble objectives of the Declaration.
