UN80イニシアティブに関するブリーフィングを聞くための総会非公式会合における梅津大使ステートメント

Thank you, Mr. President,

At the outset, I would like to express my appreciation for the informative briefings by Secretary-General and the Co-Chairs of the Ad-hoc Working Group.

Facing multifaceted challenges, the overarching goal of UN reform is to eliminate duplication across the UN system, strengthen coordination and coherence, and enable the UN agencies to function efficiently and effectively as "One UN" to address complex global challenges. We recognize that such reform efforts are not easy and require sustained commitment from all stakeholders.

In this context, I would like to make four points.

First, we wish to reiterate that achieving meaningful reform requires objective, evidence-based analysis and careful deliberations regarding the benefits and costs of such reform.

Secondly, regarding organizational restructuring, we expect that such restructuring will eliminate duplication, enhance coherence, and improve service delivery, while fully preserving the mandates of the respective organizations. In particular restructuring should lead to better coordination and agility at the field level, reflecting the specific needs to address challenges on the ground.

Thirdly, it is crucial that the UN80 Initiative represents a continuous reform process. We welcome the progress of concrete efforts on several work packages under the leadership of the Secretary-General. It is essential to maintain this momentum and carry it forward into the 81st session of the General Assembly.

Lastly, on mandate review, we welcome the work under the Working Group to develop models for review and termination clauses, and concept notes as well as the beginning of their utilization in actual resolution negotiations. We also welcome the ongoing work to develop criteria for decision-making on mandate review.

Meanwhile, the historic resolution 80/251 on mandate review already contains elements that Member States can immediately begin to implement. It is important for Member States and the Secretariat to translate them into concrete action, including in the main committees and other relevant UN bodies.

Japan stands ready to cooperate closely with all Member States to advance this initiative.
