UN80イニシアティブに関するブリーフィングを聞くための総会非公式会合における梅津大使ステートメント

Thank you, Madame President,

At the outset, I would like to express my appreciation for the informative briefing by the distinguished briefers today.
With less than six months remaining in the year, the content proved valuable in assessing the progress of UN80 and reviewing outstanding tasks.
 
(Prevention, Peacebuilding, Peace support)
On prevention, peacebuilding and peace support, we wish to highlight the challenges facing UN missions during drawdown and transition phases, including financial and security gaps. We expect the new Peacebuilding and Peace Support Office (PBPSO), which has integrated the SSR, DDR, and Justice and Correction sections, to effectively address these challenges by working closely with respective directorates. We also hope that this reform will enhance partnerships with other UN entities and other actors such as civil society and IFIs, for achieving nationally-owned, sustainable peace.
 
(Funding mechanisms)
With regards to funding mechanisms, Japan believes that a balanced funding mix should underpin the UN system’s appropriate allocation of funds while maximizing the amount of contribution, and acknowledges efforts to optimize the funding architecture. From a Member State perspective, donor visibility, transparency, accountability and efficiency remain essential. Any efforts to optimize the funding architecture should take into account differences in national budgetary systems and policy objectives. Such consideration is important for the UN system to secure resources in the current challenging fiscal environment. In this regard, we would appreciate further details on the measures expected to be implemented in the second half of 2026, including interim pooled funding guidance and initial work on earmarking quality and results standards. In addition, Japan encourages the UN system to provide practical, comparable and accessible information that enables Member States to better assess results and understand the value of balanced funding mix.
 
 
(System-wide results management)
Finally, we look forward to receive the concrete proposals on system-wide results management so as to discuss the direction forward which enables the UN to act more effectively and synergistically across the entire system.
