Thank you very much. Good morning dear Colleagues and participants.
 
I would like to start by thanking Down Syndrome International for organizing this conference and for their valuable work. Japan is also pleased to cosponsor this conference together with Australia, Brazil, and Poland.
 
Japan places great importance on protecting and promoting the human rights and fundamental freedoms of persons with disabilities.

In this regard, Japan has been cosponsoring this significant event since the first conference in 2013, with the aim of removing social barriers that hinder the full and effective participation and inclusion of persons with disabilities, including Down syndrome, in society. Each year, in the days leading up to March 21, Japan holds awareness events across the country, and illuminates landmarks and public facilities in blue and yellow.  
 
Japan has implemented intersectoral and comprehensive policies to promote inclusion of persons with disabilities including Down syndrome. For example, Work/Life Support Centers for Person with Disabilities feature over 330 centers nationwide, ensuring that support is accessible within local communities. They also offer assistance with daily life, helping persons with disabilities participate more independently in work and society. Japan’s policies promote collectively handling challenges as a society, improving the social environment, and reducing barriers, to create a support system that allows everyone to participate. They also contribute to achieving the theme of today’s event, “Together Against Loneliness.”
 
Japan continues to underscore the concept of "human security” which places individuals at the center, seeks to protect human dignity, and empowers each individual, especially people in vulnerable situations, such as those with disabilities.
 
Finally, Japan remains committed to the SDGs’ core principle, “leaving no one behind,” which is underpinned by “human security” and “human dignity”. Japan will continue to strengthen international cooperation to empower individuals in vulnerable situations, including those with Down syndrome.
