Distinguished Colleagues, Ladies and Gentlemen,
I would like to start by thanking Down Syndrome International for organizing this conference and for their valuable work. Japan is also pleased to cosponsor this conference together with Brazil, Poland, and Australia.
Japan strives to protect and empower individuals based on the concept of human security, especially people in vulnerable situations, including persons with disabilities. Human security promotes social development through “investment in people,” emphasizing human-centered perspectives. It aims to protect individuals from serious threats to their lives and dignity, so that every person can thrive and reach their full potential.
Guided by this policy, Japan has been co-sponsoring this very important event since the first Conference in 2013, with the aim of removing social barriers that hinder the full and effective participation and inclusion of persons with Down syndrome in society.
World Down Syndrome Day is actively observed in Japan every year, raising public awareness of Down syndrome throughout society. Last year, a Japanese child actor attended this Conference and called for equal access to healthcare while sharing his own experience, which was meaningful for raising awareness regarding persons with Down syndrome.
It is significant that this year’s Conference is held under the theme of Improve Our Support Systems. Japan has implemented various initiatives to promote health equity for individuals with Down syndrome under the principle of universal health coverage. The government has invested in research, education, and healthcare services tailored to the needs of persons with disabilities, including Down syndrome, ensuring their access to quality healthcare and support services.
Japan remains committed to the SDGs’ core principle, “leaving no one behind,” and will continue to strengthen international cooperation to empower individuals in vulnerable situations, including those with Down syndrome.
