Deputy Permanent Representative of Japan to the United Nations
At the Informal meeting of the plenary to hear a briefing on the UN80 Initiative


 
Mr. President,
 
At the outset, I would like to express my appreciation to all the distinguished briefers for their informative briefings.

I would like to take this opportunity to make a couple of comments on the issues before us.
 
With regards to the restructuring process.

First, I would like to reiterate that the process should proceed in a transparent manner that ensures appropriate Member State engagement and adequate information-sharing. From this perspective, today’s monthly briefings is much appreciated. We would also like to look forwards to seeing the early issuance of SG’s consolidated report as mentioned by Mr. Guy Ryder.
 
Secondly, of the many work packages identified under Workstream 3, some have a relatively clear future decision-making process involving the Member States. For example, UNDP, UNOPS, UN Women and UNFPA have their own governing bodies in which Member States can participate. However, there are also work packages involving UN entities without such governing bodies. We would particularly like more clarification on how the latter will involve the Member States in the decision-making pathway.
 
With regard to the New Humanitarian Compact, Japan welcomes the compact, where it will strengthen the efficiency and effectiveness of humanitarian aid. At the same time, Japan has been providing humanitarian assistance through international humanitarian organizations mainly on a project basis, emphasizing speediness and effectiveness. I would like to stress the importance of the continuation of project-focused aid by donors.
