Statement by Ms. Takehana Chihiro
Counsellor, Permanent Mission of Japan to the United Nations

Agenda item 139: Proposed programme budget 2025 – Special Political Missions

Main Part of the 79th Session of the Fifth Committee
of the United Nations General Assembly
9 October 2023

Mme. Chair,

First of all, I would like to thank Chandru Ramanathan, Assistant Secretary-General and Controller, for presenting the Secretary-General’s reports on Special Political Missions, as well as Mr. Abdallah Bachar Bong, Chair of the ACABQ, for introducing the Advisory Committee's reports.

Mme. Chair,

As we celebrate the 75 year history of the Special Political Missions and welcome another year, Japan would like to add a voice in reiterating that, in this time of world when the international system is experiencing rapid upheavals, the SPMs, with its accumulated expertise, have a vital role in revitalizing multilateral action to peace and security.

In this regard, Japan appreciates the continued efforts in the Secretary-General's budget proposals for SPMs to streamline the operational cost and rejuvenize the staffing, aiming to optimize the mandate of each mission.

Yet, in order to respond to diverse dimensions of conflict, bearing also in mind the liquidity situation, we must continue to further update this budget to reflect the evolving circumstances on the ground.

Towards this end, Japan, together with other member states, is committed to discussing constructively in the coming sessions to enable the SPMs to effectively fulfill its mandate in this volatile peace and security context of today.

Thank you.
