Agenda item 141: Proposed programme budget 2021 – Special Political Missions (SPMs)

Of the United Nations General Assembly
 
Mr. Chair,
 
I would first like to thank Ms. Vivian van de Perre, Acting Director, Field Operations Finance Division, for presenting the Secretary-General’s reports on Special Political Missions (SPMs), as well as Mr. Abdallah Bachar Bong, Chair of the ACABQ, for introducing the Advisory Committee’s reports.
 
Mr. Chair,
 
Special Political Missions have played and will continue to play a critical role in sustaining peace and supporting Member States to prevent, manage and resolve conflicts as well as their role as good offices. Japan has been a strong supporter of SPMs. Therefore, my delegation attaches great importance to an effective, efficient and accountable performance of SPMs to that end. We believe that the proper management of SPMs is essential to ensure the effective operation, long-term sustainability and credibility of this Organization. In this regard, my delegation pays special attention to ensuring accountable and transparent management of the transition process from UNAMID to UNITAMS.
 
Mr. Chair,
 
Needless to say, the COVID-19 pandemic poses both a threat and challenge to the operations of the SPMs. It is important that the SPMs ensure the safety, security and health of their personnel and support national authorities within their mandates while making necessary adjustments in response to the pandemic. My delegation believes that we, the Member States, can tap into our collective wisdom to deepen our discussions in this regard.

In conclusion, I would like to express our commitment to engaging positively and constructively in the upcoming discussion on this agenda item.
