安保理アリア・フォーミュラ会合「持続可能な開発を通じた、紛争から平和への移行」における志野大使ステートメント

令和4年12月22日
Mr. Chair, thank you very much for convening this meeting. I also appreciate the representatives from various organizations and agencies who have joined us today for sharing their ideas and approaches to peacebuilding through sustainable development.

The Sustainable Development Goals aim for a society in which no one is left behind, and their achievement requires the realization of human security in the new era. The maintenance of international peace and security requires a coherent approach that encompasses not only security and politics but also humanitarian concerns, human rights and socio-economic development. Such a comprehensive and seamless approach, in alignment with efforts to achieve the 2030 Agenda, should be implemented both during and after the deployment of UN peace operations. Here, I would like to share two ideas on how this can happen.

First, better collaboration within the UN system. Security Council-mandated peace operations should promote synergy with UN agencies, funds and programmes on the ground. Resources given to UN peace operations should be complemented by those available to UN agencies, funds, and eprogrammes. Synergies among humanitarian, development, and peace actors as "one UN" will maximize their each other’s impact and help address multidimensional challenges through the Humanitarian-Development-Peace Nexus..

Second, mainstreaming the perspective of conflict prevention and sensitivity into the strategies and programs of UN agencies, funds, and programmes. In the post-UN peace operations environment, it is crucial for a wide range of UN activities to reflect the perspective of conflict prevention and sensitivity in order to prevent a relapse into conflict. The Peacebuilding Commission (PBC) can accompany ECOSOC to figure out how the aspects of conflict prevention and sensitivity can be reflected into the strategies and programs of UN agencies, funds, and programmes. This is important as promoting all the SDGs is critical for achieving the goal of sustaining peace and realizing of human security. Here I would like to echo the importance of UN bodies such as ECOSOC, Security Council, and General Assembly,  more actively and regularly requesting the PBC to provide advice.

To conclude, let me emphasize that sustainable, resilient and long-term development is necessary to truly resolve conflicts and build a peace that endures. Japan will do its utmost to contribute to achieving a coordinated approach in peacebuilding, across the UN system and beyond.

I thank you.
