Thank you, Mr. President.

I thank the briefers for their briefings.

Today, the world faces severe challenges, including the devastating conflict in Gaza, Russia’s aggression against Ukraine, and numerous violations of international law, such as North Korea's breach of Security Council resolutions. These crises gravely affect international peace and security.

The United Nations is central to multilateralism, but the UN alone cannot address all international challenges. In this regard, cooperation with regional organizations is essential, as far as they play a crucial and complementary role in supporting the Security Council to fulfill its primary responsibility for maintaining international peace and security.

Today’s crises are often interconnected, with incidents in one region having global impacts. Therefore, the UN, especially the Security Council, must collaborate with regional organizations to tackle common challenges, in accordance with Chapter VIII of the UN Charter. This has always been Japan's consistent stance.

Colleagues,

It is more important than ever to cooperate and collaborate with Eurasian countries, through maintaining and strengthening a free and open international order based on the rule of law, with the UN Charter at its core.

Today, we received briefings from the CSTO, the CIS, and the SCO, most of whose member states are located in the Eurasia. It goes without saying that the activities of these organizations impact security and stability in the Eurasia and beyond and their actions must align with the UN Charter.

This is corollary of the obvious fact that while working with the UN, all Member States must uphold purposes and principles of the Charter.

The cooperation should not support or encourage any violation of international law either directly or indirectly. Any deviation from this principle would be unthinkable. 

However, it is also an undeniable fact that Russia, which played a leading role in the establishment of these organizations, has been ignoring the UN Charter through its aggression against Ukraine. Such flagrant violation of international law not only has been undermining security in the region but also threatening the very foundation of the international community.

Above all, Russia must immediately cease its aggression against Ukraine. Without this, any discussion on the enhancement of Eurasian security is hollow and just a tragic irony. We once again condemn Russia's aggression in the strongest terms and call for an immediate withdrawal.

Japan is ready to work with all Member States and regional organizations to achieve our shared goals. 

By acting in the spirit of solidarity and in accordance with the UN Charter, we can build trust and promote dialogue, thereby making a significant difference.

Looking ahead to the Summit of the Future, we must strive to overcome divisions and differences, aiming for a world that respects human dignity, where vulnerable people including women and children can live safely and securely, and not be left behind.
