第15回障害者権利条約締約国会合における新美特命全権大使（人権担当）ステートメント

Mr. President,
I would like to begin by thanking the bureau and the secretariat of the Conference of States Parties for making this 15th session (COSP15) possible in this GA Hall.
Japan has been faithfully implementing the Convention on the Rights of Persons with Disabilities (CRPD) and taking various concrete measures.
The Olympic and Paralympic Games Tokyo 2020 served as an excellent opportunity to promote the barrier-free mindset towards an inclusive society. Coupled with this event, our government adopted the Action Plan for Universal Design 2020, aimed at addressing social barriers for persons with disabilities through measures such as urban development based on universal design.
The legal framework for persons with disabilities has also seen progress. In 2020, our Government revised the Barrier Free Act in order to develop barrier-free facilities as well as to raise public awareness on challenges to persons with disabilities. Last year, a public telephone service with sign interpretation or transcription, which enables persons with hearing or speech disabilities to make phone calls 24 hours a day, 7 days a week, was introduced with new legislation. In addition, Japan revised Act for Eliminating Discrimination against Persons with Disabilities to mandate that businesses make reasonable accommodation for persons with disabilities.
Japan also continues its efforts to advance the rights of persons with disabilities in the international arena. Together with its partners, our Government will host a number of side events on the margins of this Conference. These include, the inclusion of those affected by Leprosy for a sustainable future, a focus on the challenges faced by persons with disabilities in a business environment, persons with disabilities in Ukraine, and finally the launch of the Listen, Include, Respect Guidelines for persons with disabilities, including those with Down syndrome.
Japan will continue its efforts to realize a world without barriers that allows all people to fully develop their human potential.
