On 15 December 2022, the fourth meeting of the Group of Friends of Human Security was held at United Nations Headquarters in New York with the participation of 39 Member States. H.E. Mr. ISHIKANE Kimihiro, Permanent Representative of Japan, H.E. Ms. Maritza Chan Valverde, Permanent Representative of Costa Rica, and H.E. Ms. Aminata Ly Diop, Deputy Permanent Representative and Chargé d’Affaires ad interim of Senegal, acted as the co-chairs of the Group. The Group of Friends of Human Security, which was originally created in 2006 and held several meetings until 2009, was re-launched in June 2021 to reinvigorate the discussion on the concept of human security at the United Nations.
In the first part of the meeting, Ambassador Knut Vollebaek, Chair of Advisory Board on Human Security (former Minister of Foreign Affairs of Norway), briefed the recent discussion on human security including about the issuance of the next report of the Secretary-General on human security.
In the second part, Mr. TAKEMI Keizo, member of the House of Councillors of Japan, Mr. Peter Sands, Executive Director of the Global Fund, and Dr. Seth Berkley, Chief Executive Officer of Gavi, the Vaccine Alliance, gave briefings on human security and health from the perspective of greater collaboration and partnership among governments, international and regional organizations, and civil society.
Through active exchanges of views in both parts of the meeting, participants reconfirmed that the concept of human security as well as human security approach in practice, are more important than ever in the face of new challenges, including the COVID-19 and future pandemics, and that governments, international community, and other players have respective roles to ensure human security including in the context of the global health architecture. Participants also recognized the importance of further promoting the discussion on human security at the UN.
The next meeting of the Group of Friends of Human Security will be organized in the first half of 2023.
