第2回人間の安全保障フレンズ会合の開催について

On 7 December 2021, the second meeting of the Group of Friends of Human Security was hosted by the Permanent Mission of Japan to the United Nations via a hybrid format with the participation of 31 Member States. H.E. Mr. ISHIKANE Kimihiro, Permanent Representative of Japan, H.E. Mr. Rodrigo A. Carazo, Permanent Representative of Costa Rica, and H.E. Mr. Cheikh Niang, Permanent Representative of Senegal acted as the co-chairs of the Group. The Group of Friends of Human Security, which was originally created in 2006 and held several meetings until 2009, was re-launched in June to reinvigorate the discussion on the concept of human security at the United Nations.
 
At the meeting under the theme of "Key Elements of the Human Security Approach", Mr. Achim Steiner, Administrator of UNDP, gave a keynote speech, introducing the evolving concept of human security, and discussed how it will help address the multi-faceted challenges the world faces today. Following the speech, the attendees heard presentations by Ms. Irena Vojáčková-Sollorano, Deputy Special Representative of the Secretary General for Iraq and the UN Resident and Humanitarian Coordinator as well as Dr. Marcelo Korc, Chief of the Climate Change and Environmental Determinants of Health Unit at the Pan American Health Organization/World Health Organization. The two focused on climate-related risks and how they are dealing with the risks on the ground through a human security approach.
 
Based on the keynote speech and presentations, participants deepened the discussion on the key elements of human security. It was confirmed that as articulated in General Assembly resolution A/RES/66/290, human security calls for people-centered, comprehensive, context-specific and prevention-oriented responses and recognizes the interlinkages between peace, development and human rights. Participants shared the view that such key elements are indispensable in dealing with the current global challenges pertaining to human security, including COVID-19, climate change, and natural disasters. There was strong support for promoting further discussion on human security in the UN, in particular its relevance to the international efforts to tackle the outstanding global issues.
 
The next meeting of the Group of Friends will be organized, aiming at the first half of 2022.
