第5回人間の安全保障フレンズ会合の開催について

On 12 April 2023, the fifth meeting of the Group of Friends of Human Security was held at United Nations Headquarters in New York under the theme of “Human Security and the 2030 Agenda”. The meeting was attended by 45 Member States. H.E. Mr. ISHIKANE Kimihiro, Permanent Representative of Japan, H.E. Ms. Maritza Chan Valverde, Permanent Representative of Costa Rica, and H.E. Mr. Cheikh Niang, Permanent Representative of Senegal, acted as co-chairs of the Group.

The Group of Friends of Human Security was originally created in 2006 and held several meetings until 2009. The Group was then re-launched in June 2021 to reinvigorate the discussion on the concept of human security at the United Nations.

In the first part of the meeting, Mr. E. Courtenay Rattray, Chef de Cabinet, briefed on the Secretary-General’s decision to issue his next report on human security and explained how human security is widely recognized and implemented in the UN system. Ms. Mehrnaz Mostafavi, Chief of the UN Human Security Unit, explained how United Nations Trust Fund for Human Security, established in 1999, has become a pioneering mechanism, advancing integrated programmes to help the UN system and partners work better together in addressing complex challenges. Mr. Babatunde Ahonsi, UN Resident Coordinator in Sierra Leone, showcased how determined the UN system is to implement human security on the ground, which should be applicable worldwide.

In the second part of the meeting, H.E. Ms. Alya Ahmed Saif Al-Thani, Permanent Representative of the State of Qatar, and H.E. Mr. Fergal Mythen, Permanent Representative of Ireland, briefed on the preparation for the upcoming SDG Summit.

Through active exchanges of views in the meeting, participants learned how and in what areas human security can add value on the ground and how conducive human security is to the achievement of the 2030 Agenda and reconfirmed the increasing need to use the concept of human security as a tool to accelerate the achievement of the Sustainable Development Goals by 2030.
 
Participants heard views from Member States about the importance of human security and expectation for the upcoming SDG Summit.
 
Participants recognized that the Secretary-General’s report on human security will help to further clarify and strengthen the concept of human security and look forward to the issuance of the report.
