第3回人間の安全保障フレンズ会合の開催について

On 11 March 2022, the third meeting of the Group of Friends of Human Security was hosted by the Permanent Mission of Japan to the United Nations via a hybrid format with the participation of 20 Member States. H.E. Mr. ISHIKANE Kimihiro, Permanent Representative of Japan, H.E. Mr. Cheikh Niang, Permanent Representative of Senegal, and H.E. Ms. Maritza Chan Valverde, Deputy Permanent Representative and Chargé d’Affaires ad interim of Costa Rica, acted as the co-chairs of the Group. The Group of Friends of Human Security, which was originally created in 2006 and held several meetings until 2009, was re-launched in June 2021 to reinvigorate the discussion on the concept of human security at the United Nations, followed by the second meeting in December 2021.
 
In the first part of the meeting, Dr. Pedro Conceição, Director of the Human Development Report Office, UNDP, briefed participants on UNDP’s special report entitled “New threats to human security in the Anthropocene” that was launched on 8 February. Participants expressed their views on the concept of human security in today’s contexts in which we face interconnected challenges and discussed how the human security approach can help the international community address multifaceted threats.
 
In the second part, under the theme of "Distinction from and commonalities with other related concepts", Mr. Abdoulaye Mar Dieye, the UN Secretary-General’s Special Coordinator for Development in the Sahel, and Ms. Mette Knudsen, Deputy Special Representative of the Secretary-General (political) for Afghanistan, gave briefings on how they have dealt with concrete situations where human security is threatened in the field. Following their briefings, the attendees discussed the relationship between human security and other concepts referred to in the General Assembly resolution A/RES/66/290; namely, responsibility to protect, state security, states sovereignty, etc. against the backdrop of recent cases of serious human security crisis caused by armed conflicts and violence.
 
Through active exchange of views in both parts of the meeting, participants reconfirmed the usefulness of the concept of human security in effectively addressing widespread and cross-cutting challenges to the survival, livelihood and dignity that people are facing today. Participants shared the importance of further promoting such discussion, especially at the UN.
 
The next meeting of the Group of Friends of Human Security will be organized in the second half of 2022.
