コモン・アジェンダに関する事務総長ブリーフィングにおける大菅大使ステートメント
令和4年8月4日
(As delivered)
Thank you, Mr. President, for organizing this meeting. My special thanks to the Secretary General for sharing his busy time before traveling to Hiroshima to attend the peace memorial ceremony. I also thank the six co-facilitators for their hard work.
It is unfortunate that we have not yet agreed on the whereabouts of the goalpost of the process kicked-off by our Heads of State and Government in September 2020 in their Declaration on the 75 anniversary of the UN.
It is clear that we have to avoid duplication of scopes of the Summit of the Future and the SDGs Summit and their outcomes, the "Pact for the Future" and the Political Declaration. They must be complementary.
As for the Summit of the Future and its outcome, we should seriously consider which of the "high-level tracks" proposed in the OCA report could result in producing inter-governmentally agreed document to be attached to the "Pact." The Declaration on Future Generations cannot be the only one. Youth Office cannot be the only deliverable.
Which ones are hanging low and can be agreed within a year, if we make our best efforts? Global digital compact, if we receive sufficient technical support and inputs from the SG's Tech-envoy? Agree on a New Agenda for Peace, amid the intensifying geopolitical tensions? That would be a great achievement. What about outer space?
We should seek common understanding on these "tracks," taking due account of the scope and the focus of the Political Declaration of the SDGs Summit. Member States need to receive necessary inputs on those "tracks" from the Secretariat and stakeholders to facilitate the inter-governmental processes, so that the Summit of the Future will result in meaningful outcomes.
Lastly, just few words on education. There is a shared recognition among the Member States and the Secretariat that the Transforming Education Summit in this September is not an inter-governmental meeting but a high-level event hosted by the SG. Its outcome should be considered as a valuable input to the inter-governmental processes towards the Summits to be held in September next year. If not, the TES will be a one-shot event of the upcoming High-level week only. It would be a great pity.
Thank you.
