平和構築委員会(PBC):平和構築基金(PBF)・国別会合議長のブリーフィングに関する大使級会合における大菅大使ステートメント

Madam Chair,
 
Thank you, Ambassador Fatima, for convening today’s meeting and I join the previous speakers in congratulating you on your new assignment. I also thank the Chairs of the Country-specific Configurations for their reports. My appreciation also goes to Ms. Elizabeth Spehar and her team for their continued hard work.
 
Having carefully listened to the presentations and the previous speakers, I would like to share my thoughts on the ways to make our discussion more action- and result-oriented by bringing the PBC even closer to the actual peacebuilding operations on the ground.
 
First, I commend all the efforts to pursue the synergy between the PBC and PBF, but more could be done to further strengthen the linkage between the two. This could and should be done without undermining the Fund’s flexibility and agility, which must be protected at all costs to ensure the Fund’s effectiveness. As ambassador of Brazil just pointed out, how we can ensure the Fund’s accountability is another important issue, but perhaps, it should be discussed after the discussions in the Fifth Committee regarding the funding is over.
 
Among the projects explained in the PBF report, I was most impressed by the multi-agency project in Chad, which helped establish legal offices to address inter-communal conflicts. Project like this one could be explained more in detail in the PBC as a good example of institution-building effort to see if it might be replicated in other places as well. This kind of case-studies in the PBC could bring more life to our discussion, without jeopardizing the Fund’s flexibility or leading to undue pressure on its management.
 
Second, sharing concrete cases of successful peacebuilding policies and programmes by the countries concerned themselves. We should provide more opportunities in the Organizational Committee for countries other than the four configuration countries to come forward and contribute by sharing their experiences and best practices. This could be done by organizing more meetings focused on specific themes or regions.
 
Third, encouraging UN agencies, funds and programmes engaging in peacebuilding activities to present their work at the PBC. PBC’s bridging role should be extended beyond the main UN organs to those engaged in actual operational activities in the field. I know this is being done, but the agencies could be further encouraged. It will bring fresh insights to our discussion and can be done without prejudice to the oversight of the agencies by the main organs.
 
Lastly, having been elected non-permanent member of the Security Council for 2023 and 2024, Japan will make its best efforts to strengthen cooperation between the PBC and the Council, with the aim of strengthening the PBC’s work and UN’s peacebuilding activities as a whole.
