GUAM地域における長期化した紛争（議題36）に関する総会本会議における大菅大使ステートメント

Mr. President,
 
First and foremost, I would like to reiterate Japan’s unwavering support to the sovereignty and territorial integrity of GUAM countries. We must oppose any unilateral attempt to change the status quo by force, anywhere in the world, and respond to any such attempt in a united and resolute manner.
 
In GUAM region, the very foundation of the international order, forged through centuries of human efforts, suffering and sacrifices, is being seriously challenged. The rule of law and the rule-based international order, grounded in shared principles and universal values articulated in the UN Charter is at stake. No Member State can afford to be a bystander.
 
The United Nations remains crucial in maintaining a rule-based international order, and, the Security Council needs to fulfil its responsibilities under the Charter against threats to international peace and security.
 
Mr. President,
 
I would like to focus the rest of my intervention on the dire threat to human security caused by forced displacement in some parts of the GUAM region.
 
In Ukraine, many evacuees and internally displaced persons continue to be deprived of freedom from fear, freedom from want and freedom to live in dignity. To address the humanitarian crisis in Ukraine and in neighbouring countries having generously accepted a great number of refugees, including Moldova, Japan contributed 200 million USD for activities led by the UN and other humanitarian organizations.
 
People in Georgia also experiences long-term forced displacement. Japan co-sponsored the draft GA resolution on the “Status of internally displaced persons and refugees from Georgia” expected to be adopted soon.
 
Japan is committed to support GUAM countries to tackle various challenges caused by the ongoing and protracted conflicts, including by providing assistance for internally displaced persons and refugees.
