Mr. Chair,
My delegation would like to extend our sincere appreciation to your leadership and the hard work of bureau members and the Secretariat staff for supporting the Committee to the conclusion of our work in the First Resumed Session even under challenging circumstances.
Mr. Chair,
The priority and focus of the Committee during this Second Resumed Session should be placed on the peacekeeping budget, which is of a time-bound nature as the fiscal year begins on July 1st. My delegation continues to attach great importance to the effective, efficient and accountable management of UN Peacekeeping Operations. We believe that proper management is essential to ensure the effective operation, long-term sustainability and credibility of this Organization.
The peacekeeping budget requires a particularly high level of accountability. We regret that a sufficient level of accountability has not been attained, including, in particular, details of the activities undertaken by non-mission entities, the division of roles between the missions and implementing partners, and rationale for sources of financing. In this connection, we will request a more in depth elaboration of the activities financed by assessed contributions, as well as their impacts, performance, evaluation and accountability framework.
Mr. Chair,
We share the concern expressed by Secretary-General Guterres on the financial situation of the Organization. Japan will continue to fulfill its obligation as a major financial contributor to the United Nations. At the same time, Japan calls upon the Secretariat to make judicious use of limited budgetary resources, while acknowledging their efforts to do so. We underline the importance of strictly adhering to budgetary discipline in both formulating and executing budget, particularly at this time of great uncertainties.

Finally, my delegation will spare no effort in achieving consensus on all items in a timely fashion, sufficiently in advance of the next fiscal year.
