国連の活動と2030アジェンダ(SDGs)とのアラインメントに関する第1回政府間協議における中野公使ステートメント

Thank you, Madame Co-facilitator.At the outset, allow me to congratulate Your Excellencies on your appointments as the co-facilitators of the Alignment Process. We count on your able steering of the consultation, and in this regard we highly appreciate that Your Excellencies circulated a letter with your ideas prior to the first consultation.
The coherence and coordination among the Committees of the General Assembly and the ECOSOC and its subsidiary bodies towards the achievement of the 2030 Agenda are especially significant this year, given that it comes at the end of the four-year cycle of the review of the implementation of the SDGs, and will see the convening of two High-level Political Forums under the auspices of the General Assembly and the ECOSOC, respectively.
Allow me to point out the following. We have been carrying forward the Alignment Process for some years already, and now is the time to reach a consensus on the streamlining of the agendas of the GA and the ECOSOC. While the implementation of the SDGs is being carried out on the ground in various spheres by multiple relevant stakeholders, the deliberations at the United Nations remain unchanged and bound by the discussions of the pre-2030 Agenda era. The UN shouldn’t be left behind.
In our view, we should not reopen what we already agreed in the 2030 Agenda, the Addis Ababa Action Agenda (AAAA), or other internationally agreed documents. Furthermore, we should be bold in our effort to streamline the yearly increasing agendas by means of their biannualization or triannualization. Another option would be to elaborate 17 omnibus resolutions aligned with the 17 Goals of the SDGs in order to integrate a number of resolutions and fill existing gaps. We are looking forward to discussing these ideas during this process.
Apart from the Alignment Process, let me raise one critical issue, namely the modalities of the next review cycle of the HLPF. We are fully aware that this issue is beyond the scope of the Alignment Process. However, because the review cycle of the HLPF is closely related to the Alignment Process, and since many relevant delegates are gathered here today, we would like to express our view as follows. If we start a consultation process on the modalities of the next review cycle of the HLPF at the 74th session decided by the resolution 70/299, we will be far behind in the preparations for the next HLPF in 2020 and other related ECOSOC segments and fora without themes for each year and concrete measures for the HLPF review process, thus we will lose the momentum towards the implementation of the 2030 Agenda. It is high time to discuss this issue in parallel to the Alignment Process. This is our humble view, but we would be grateful if other Member States would take seriously our concerns.
Returning to the Alignment Process and to conclude, we believe that in order to maximize the convening power of the UN for the implementation of the SDGs, streamlining the agendas of the GA and ECOSOC is an urgent challenge for all. In this regard, Japan will constructively contribute to the Alignment Process by closely collaborating with Your Excellencies and the Member States.
