<Opening>Mr. President,
Japan highly appreciates the important role UNOPS plays in Project Management, Procurement, as well as Infrastructure Management. In particular, we highly value the contribution of UNOPS in sustainable procurement.
<Re-opening of the UNOPS liaison office in Tokyo>
In this connection, we would like to welcome the re-opening of the UNOPS liaison office in Tokyo in 2018, which reflects our growing partnership.
<Cooperation in the promotion of Quality Infrastructure>
Mr. President,
As the leading UN organization clearly and explicitly mandated to deal with infrastructure, UNOPS’s expertise in infrastructure management makes it a valuable partner for Japan. We are committed to promoting the principles of Quality Infrastructure Investment such as economic efficiency, safety, local job creation, transfer of expertise, environmental and social consideration, open–access (of Infrastructure), transparency, and fiscal soundness that contribute to the sustainable growth of its recipients.
In September 2018, for the second straight year, Japan co-hosted a high-level side event on promoting Quality Infrastructure, with the participation of Mr. Taro Kono, Japanese Foreign Minister, Mr. Neven Mimica, European Commissioner, International Cooperation Development and Ms. Grete Faremo, UNOPS Executive Director, which was another successful example of collaboration between member states and UNOPS.
<UN Development System Reform >
Mr. President,
We highly commend the strong commitment of UNOPS in the advancement of the UN Development System Reform. The self-sustaining business model of UNOPS, which does not rely on core contributions from the Member States, may also serve as a role model and a reference for other institutions, We see the potential for an increased role for UNOPS in the ongoing UN Development System Reform, which aims to achieve efficiency through common back office and operations.

In closing, Japan will host a series of global events in 2019, including the G20 Summit and the Seventh Tokyo International Conference on African Development (TICAD7). Making use of opportunities of these events, we wish to enhance collaboration with UNOPS to further promote Quality Infrastructure Investment and thus to achieve the Sustainable Development Goals (SDGs).
