Thank you, moderator and panelists. On behalf of the Government of Japan, I would like to briefly share our efforts with regard to Objectives 10 and 13 of the Global Compact for Safe, Orderly and Regular Migration (GCM).
With regard to Objective 10: Prevent, combat and eradicate trafficking in persons in the context of international migration, in order to prevent crimes of trafficking in persons involving illegal residence or stays, the Immigration Services Agency is actively working to clarify the actual situation by investigating and analyzing cases of suspected illegal residence or stays such as suspicious marital status, in cooperation with relevant agencies.
In addition, the Immigration Services Agency works closely with other organizations on joint detection and, when necessary, information is provided to the police and relevant agencies in order to facilitate the punishment of perpetrators. Victims are dealt with appropriately, taking into consideration their mental and physical condition, whether they need protection, and other factors. The Immigration Services Agency also grants status of residence to foreign nationals protected as victims of trafficking in persons, taking into consideration their individual situation.
As for Objective 13: Use migration detention only as a measure of last resort and work towards alternatives, in deportation proceedings for children, in principle, Japan handles the matter without detention by proceeding with investigations of potential violations at home with their custodial parents or guardians.
If a victim of trafficking in persons falls under any of the grounds for deportation, such as illegal entry or illegal stay, the victim will not be detained in principle. The Immigration Services Agency, in cooperation with the Women's Consulting Center and other organizations, gives due consideration to the vulnerable situation of the victim and provides protection in shelters or grants special permission to stay in Japan from the perspective of protection.
