Thank you President. I wish to reiterate Japan's strong support for the reform effort led by the Secretary-General to enhance the efficiency, effectiveness, and coherence of the UN Development System. We must always remind ourselves that our common objective of the reform is to realize the 2030 Agenda without delay.
As for the improvement of the RC system, we are encouraged by the DCO's survey, according to which 92% of Governments responded that the RCs have ensured a coherent UN response to the pandemic. The RCs and UN Country Teams have been instrumental in the COVID-19 response in many programme countries. We are of the opinion that existing resources within the UN Development System should be explored for staffing, for example by reaching out to members of UN country teams who have necessary expertise in specific areas and making them contribute to the RC office in agreement with the entities they belong to. Such arrangements would also contribute to the promotion of the “One UN” mind set among the UN country team members. Yet we are concerned to see only 28% of UN country team members shared their country programs with the RC for review and confirmation by letter, on derivation from the Cooperation Framework. Therefore, we would like to know how to improve the current coordination situation.
Japan continues to urge for a more thorough measuring of the efficiency gains across the RC system. We count on the leadership of the Secretary-General and the Deputy Secretary-General to further advance this agenda moving forward.
I would like to express Japan's strong expectation for the Secretary-General and Deputy Secretary-General's leadership in realizing a closer nexus between the UN’s development and humanitarian systems. Both systems should function in full coordination, including with regard to funding and statistics, in the event of a human security crisis such as the one we are experiencing under the COVID-19 pandemic.
