Thank you, Mr. President.

At the outset, I would like to express Japan’s gratitude to the President of the General Assembly and the President of the Economic and Social Council for convening this joint briefing.

Mr. President,

COVID-19 has posed and continues to pose a serious threat to human security. We should embrace human security as an overarching concept to tackle this and other challenges to the survival, livelihood and dignity of people, by taking inclusive measures focusing on the protection and empowerment of individuals, in particular the most vulnerable people.

Japan has been tackling the pandemic with the conviction, “Save as many lives as possible and leave no one's health behind.” Japan will continue to support to ensure equitable access to safe, effective and quality-assured vaccines, while steadily implementing our “Last One Mile Support” to ensure vaccination down to the last person.

Mr. President,

As made clear by this year’s theme of ECOSOC, we need to fully implement the 2030 Agenda for Sustainable Development, since the Sustainable Development Goals and targets are integrated and indivisible. In this context, financing for development conducive to achieving sustainable and inclusive growth is of utmost importance.

In this connection, we need to further discuss how to enhance the transparency of public finance and to mobilize private resources to build back better from the negative socio-economic impacts of the ongoing crisis. We look forward to deepening our discussion at the FfD Forum in April.

Mr. President,

To advance our efforts to achieve the 2030 Agenda, it is essential to ensure that our work at the General Assembly and ECOSOC are coherent and efficient. Welcoming last year’s GA resolution to strengthen ECOSOC, I would also like to underline the importance of the revitalization of the Second Committee. In the past two years, we were able to negotiate resolutions effectively and efficiently under the limited circumstances due to the pandemic. I have high hope that we will continue to make further progress on the revitalization process, based on the good practices and lessons learned.

Mr. President,

In closing, I would like to reiterate Japan’s willingness to contribute constructively to the work of both the General Assembly and ECOSOC at this difficult time. We will collaborate closely with both Presidents and our fellow Member States to this end.
